If you are telling this to someone on the phone this would be better:
NAME + ile görüşebilir miyim? such as:
Mehmet'le görüşebilir miyim?
Otherwise, "Mehmet'le konuşabilir miyim?" will work...

Am i going to say Mehmet Özden'le görüşebilir miyim?

It completely depends on the degree of your relation with the person you would like to talk to... For example, if the person that you would like to talk to is one of your close friends you would say:
Mehmet'le görüşebilir miyim?
If the person that you would like to talk to is your boss or a person that you should or supposed to show respect, then you would say:
Mehmet Bey'le görüşebilir miyim?
or
Mehmet Özden'le görüşebilir miyim?
or even:
Mehmet Özden Bey'le görüşebilir miyim?
"Mehmet Bey" is almost the equivalent for the English "Mr. [surname]"

Yes, that's right... You will say:
"Mehmet Özden'le görüşebilir miyim?"
If you say "Mehmet'le görüşebilir miyim?", perhaps they will not understand which Mehmet you are talking about... Because, possibly there are multiple Mehmets there... :)
